Resumo
Portugal e Grécia, em crise, adotaram programas de ajuste econômico (2010-2018) para receber empréstimos oferecidos pela Troika. Ambos estão entre os países mais pobres e desiguais da UE e seus Estados de Bem-estar foram construídos recentemente. Nosso principal objetivo de pesquisa é realizar uma análise comparativa do impacto das reformas da política social nos gastos públicos, desenvolvimento e indicadores de bem-estar, tais como pobreza, desigualdade, desemprego, renda líquida e emigração. Se os resultados diferiram nos dois casos, quais são as razões? É devido aos níveis de crescimento anteriores, a fatores exógenos (programas de ajuste) ou endógenos (modelos de estado de bem-estar), ou aos governos pós-Troika? Recolhemos evidências da literatura especializada, documentos de arquivos estatais e relatórios de avaliação do FMI e da Comissão Europeia. Elaboramos um conjunto de dados estatísticos recuperados do Eurostat. Constatamos que componentes do Estado de bem-estar – isto é, os níveis de saúde e emprego – foram profundamente afetados na Grécia e explicamos os processos de divergência em direção a um modelo universalista.
