Resumo

Histórias oficiais sugerem que a Organização Internacional do Trabalho (OIT) adotou o termo 'setor informal' como um substituto para 'setor tradicional', que, na comparação com o 'setor moderno', tinha caído em desuso. Este artigo argumenta que a adoção do conceito de setor informal é mais bem entendida como decorrente de um contexto diferente: os esforços do pós-guerra da OIT para gerar um conceito globalmente operacional de desemprego para uso no “mundo em desenvolvimento”. Os funcionários da OIT abandonaram este projeto no final dos anos 1960 quando perceberam que, onde o trabalho assalariado não constituía uma norma social generalizada, era impossível construir uma medida precisa do que eles chamavam 'desemprego disfarçado'. Isso levou a OIT a desenvolver construções alternativas, incluindo o emprego no ‘setor informal'. No entanto, revelou-se difícil para a agência operacionalizá-los e depressa se viu a perder o controlo das implicações políticas das medidas produzidas.
