Abstract

The MAS (Movimiento al Socialismo) government declared the transformation of Bolivian State from a neoliberal multicultural state into the post-neoliberal plurinational state. For that purpose, land reform was aimed to build the communitarian economy to replace the neoliberal and capitalist agriculture. Through the increase of peasantry rural production, the government pursues to secure food security. Also the re-entitlement of land in form of collective land ownership system named as TCO (Tierras Comunitarias de Origen) is supposed to be used for the decentralization. Nevertheless those lands are not suitable for agricultural production and so, the decentralization through TCO has a long way to go.
