Abstract

This work's goal is to demonstrate that, although the university strives in the extra-wall tasks, the reach is limited by budget issues; one of the solutions to solve this problem would be the formalization of public-private partnership (PPP) agreements. One of advantages of promoting this type of partnership is the infrastructure availability acceleration - the PPP enables the public sector to transpose the start-up capital in a continuous payment flow of services along the agreement. This enables the project to advance even when the public capital availability is restricted. An example of the PPP success is the Diabetology Specialization Course, an intensive course, from Monday to Friday, with 360 hours, performed from 1996 to 2004, free of charge for the student, providing physicians from various country regions with the update on Diabetes treatment, enabling to the student conclusions and theoretical and practical basis, conceptual understanding, exploitation of new therapeutic proposals, interaction with various knowledge and common interest areas, directly contributing to improve the service quality to the population, not only at Campinas region, but in Brazil. This partnership result was the qualification of about 150 physicians, who, through suggested measures, implemented excellence services, in order to improve the life quality of people with and with high risk of developing Diabetes, clinical attention to people with this pathology and basic research expansion.
