Abstract
Following the mainstream of the historiographical studies in Germany today, the article trios to show that the Republic has not taken root in this country marked by "conservative modernization" because the radical democracy embodied in the workers' and soldiers' councils was liquidated by the conservative leadership of the workers movement, particularly the German social democracy.
